CITIZENS ALLIANCE ON PRISONS AND PUBLIC SPENDING (CAPPS)

CAPPS is a coalition of organizations and individuals involved in criminal justice, mental health, substance abuse treatment, higher education, law enforcement, and public policy. Coalition members, concerned with the social and economic cost of prison expansion, advocate shifting resources to human services that have a positive impact on crime prevention and rehabilitation of prisoners. CAPPS works through public education, and providing accurate information to legislators.
